Donald Gill was a professional crook hired by Justin Hammer to work with Beetle and Blacklash to capture Force. Hammer gave Gill a cryo-suit that resembled the original Blizzard to help in this endeavor. This first mission was a miserable failure as Gill did not have fine control over his suit and accidentally froze Blacklash in ice.

Blizzard went on to continue super crime facing the Avengers and the New Warriors, joined the most massive group of the Masters of Evil, and fought against Agency X. Blizzard even attacked She-Hulk but instead of defeating him, she invited for a drink. They got drunk together and he admitted to feeling overlooked as a villain as well as a crush on She-Hulk.

Blizzard went on to join and spend a considerable amount of time with the heroic Thunderbolts, though he continued to be fairly awful in a fight. He was kicked out and joined Zemo’s Thunderbolts, fighting against his former teammates before the groups combined. He eventually proved himself by protecting the team during the superhero civil war.

Blizzard helped fellow villains Whirlwind, Spymaster, Constrictor, Firebrand, Titanium Man, Unicorn and Whiplash in a heist targeting Stark Tower. During the mission, Blizzard oddly collapsed. When he awoke, after the release of Terrigen Mists by Black Bolt, he found that his skin had turned white and he could generate ice on his own. He apparently had been an Inhuman. The mission was partially a success until Spymaster and Titanium Man abandoned the rest of the team in the tower. Eventually, Blizzard and the others discovered the true mastermind behind the heist, Captain Atlas of the Kree. Aided by an arriving Iron Man, the villains were able to defeat the true enemies. Blizzard was placed in SHIELD custody where they keep him in a simulation where he is working with the Inhumans to prove himself a hero.
