ULTIMATUM was founded by Flag-Smasher as a means to destroy nationalism. By recruiting like minded individuals to his cause, he was able to grow a small army that hates all nations. Though they are repreatedly defeated they always seem to find new recruits and even new Flag-Smashers.
During the superhero civil war, they took over the small eastern european nation of Rumekistan. However, this is merely a ploy by the anti-registration hero Cable to stage a coup and then “free” the nation in order to provide a safe haven for heroes fleeing the United States. These members of ULTIMATUM immediately surrendered and began helping Cable run this new nation.
A new Flag-Smasher again surfaces and draws ULTIMATUM recruits to himself, even managing to hijack a helicarrier. However, Deadpool soon attacks this group and manages to kill all of them while also destroying the helicarrier. The current status of ULTIMATUM is unknown.
