Abner Krill is a local crook who transforms himself into a colorful villain after the Batman begins to appear in Gotham City. Like many other criminals at the time, he hopes to draw the attention of the Dark Knight and prove himself superior. Calling himself Mister Polka-Dot at first, he begins a crime wave based on spots and dots. Though he is able to capture Robin, Batman ultimately defeats Polka-Dot Man.

Years later, Abner returns to crime out of utter desperation. He is penniless and unable to afford his cheeky polka-dot devices and thus resorts to using a simple baseball bat in an attempt to rob a jewelry store. Polka-Dot Man ends up assaulting Officer Foley of the Gotham City Police Department and in turn is badly beaten by Harvey Bullock, who at this point in time had grown frustrated with costumed villains. The assault leaves Polka-Dot Man in traction during which time he sues GCPD for police brutality and ultimately wins.

After recovering from his injuries, Abner becomes a major alcoholic and rarely is much trouble for any of the Bat-adjacent vigilantes. Nightwing runs into Polka-Dot Man is able to easily throw him through a window display where Abner is easily arrested by passing police.

Abner seems to return to super-villainy and sobriety under the employ of General Immortus. Calling himself Mr. Polka-Dot again, he receives a considerable power upgrade. Unfortunately, the group is betrayed by the Human Flame and most of them die, including Mr. Polka-Dot, whose head is crushed by a manhole cover.
